Official ATF statement received Friday, 31st March 2023 0818 ET
"This is an important message from the Bureau of Alcohol, Tobacco, Firearms and Explosives.
On November 13, 1998, ATF issued an Open Letter to All North Carolina Federal Firearms Licensees advising them that the North Carolina pistol purchase permit qualifies as an alternative to NICS. On March 29, 2023, North Carolina Senate Bill 41 overcame the North Carolina Governor’s veto and became law that same day. North Carolina Senate Bill 41 repeals GS 14-402, which required the pistol purchase permit to acquire a pistol from an FFL. Additionally, the North Carolina pistol purchase permit is no longer considered an approved NICS alternate permit.
Accordingly, effective March 29, 2023, North Carolina pistol purchase permits – regardless of when issued - may not be used as an alternative to the NICS background check requirement.
North Carolina’s concealed handgun permits are unaffected by Senate Bill 41 and will continue to serve as an alternative to a NICS check requirement. Please contact your local ATF office if you have additional questions. "

-BREAKING NEWS-
Please bear with us as we institute a new policy for the purchasing of firearms that once required a pistol purchase permit from a Sheriff’s Department in North Carolina.
It may take time for us to receive official guidance in this matter. Please rest assured that we will be doing our due diligence with how to best move forward with this new change for both the transferee/buyer and the seller.
Thank you for your patience and continued patronage.

(1) Accordingly, effective Wednesday, 29 March 2023, North Carolina pistol purchase permits – regardless of when issued - may not be used as an alternative to the NICS background check requirement. Bear Arms Indoor Shooting Range, LLC will not accept any North Carolina pistol purchase permits in lieu of a NICS check. North Carolina concealed carry handgun permits are still accepted in place of a NICS check.
(2) Please review the "SOPs" section as new information has been added about what we are and are not willing to sell, transfer, consign or work on (i.e. any and all eighty (80%) per cent receivers also known as incomplete firearms or receivers, any FRT type trigger [Rare Breed, WOT, Graves-Alamo] due to the new laws taking effect. We are also unable to sell any firearm parts kits, slides, or anything else that falls under the new Zero Tolerance Policy, Bipartisan Safer Communities Act, and the New ATF Regulations due to the new restrictions. We apologise for the inconvenience, but we have to stay in compliance with the ever-changing landscape of the firearm industry.
(3) There is also a change in the wait time for a person under the age of twenty-one for the expanded NICS checks. The wait time may be as long as ten (10) business days [business days are the days the shop is open Thursday to Sunday, NOT the standard working week].
Please do your due diligence and look at the website. Please do not be angry at the staff because you did not ask pertinent questions about how the firearm purchase process works. It is not as easy as the media says it is.
(4) ATF FINAL RULING REGARDING FIREARMS WITH ATTACHED “STABILIZING BRACES” (AKA PISTOL BRACES)
On or around 1421 ET Friday, 13th January 2023, we received notification that the ATF has issued a final ruling (filed on Tuesday, 31 January 2023) regarding firearms with attached "stabilising braces" (aka pistol braces). Due to this new ruling, the store will be implementing changes effective immediately:
Bear Arms Indoor Shooting Range, LLC (hereby referred to as "the store") will no longer sell, transfer, work on, quote prices on, or allow customers to use firearms in the range for target practice with attached "stabilising braces" (aka pistol braces). All transfers will be refused, all sales will be refused, all gunsmith work will be refused, and all customers who enter the premise of the store in possession of firearms with attached "stabilising braces" (aka pistol braces) will be asked to leave.
Firearms with attached "stabilising braces" (aka pistol braces) or the brace itself will be refused on the premise of the store and/or range. Violators will be banned from the store and/or range. There are no, I REPEAT NO EXCEPTIONS TO THIS RULE.
Until such time as we have confirmed, official legal notice from the ATF, store policies will not change or be changing anytime soon.
We understand this may anger or frustrate customers, and we apologise. We must stay in compliance with all local, state, and federal laws to be able to continue business.
We also understand your frustration and anger in this new ATF ruling. We have no control over what is coming. Please contact your respective state representative and let them know how you feel about the ATF ruling.

We are starting to see an alarming number of people walking into the store or from the range with firearms in their hands (not in cases or holsters as is our procedure), and they have been quite taken aback when the staff responds in a very expeditious manner to secure the firearm immediately.
We understand that some people may not know any better or make a mistake. If you have questions, please contact the store to know the proper procedure, or we are happy to lend you a case for the firearm to bring into the store.
We have to be highly vigilant in this time of crisis. Please do not be upset with store staff for our response to someone walking to the store without a weapon secured in a holster or case. YOU may know the firearm is unloaded or needs maintenance, THE STORE STAFF only see someone walking into the store with a firearm plainly visible and intentions unknown. Please be responsible.
Standard transfer fee of one firearm (handgun or rifle or any type of lower receiver) and one long gun is $20.00 plus tax.
Multiple transfer fee of two firearms (handguns or any type of lower receiver) is a minimum of $35.00 plus tax because this is the definition of a multiple sale/transfer of firearms and requires additional paperwork. Multiple sales only, REPEAT ONLY occur on a Thursday or Friday unless otherwise specified. If you arrive on a Saturday or Sunday and expect multiple sales, you will be given a choice: pick up one (1) item or come back and pick up both on a Thursday or Friday. Customers who wish to strongly disagree with store staff thinking that we enacted multiple sales (we did not, that would be the ATF) will be asked to leave immediately.
The staff at Bear Arms Indoor Shooting Range reserves the right to deny the sale or transfer of a firearm for any reason, which includes but is not limited to the Transferee/Buyer of the firearm refusing to provide required state documentation in accordance with both federal and state firearm laws, the refusal to fill out the ATF Firearm Transaction Record (Form 4473) in its entirety (defined as any and all applicable questions, subquestions, and/or Transferee/Buyer sections), rude, malicious, or dangerous behavior to staff members and/or patrons of the store.
